There is no “theory” in this deadly conspiracy.
Conspiracy: An agreement between two or more persons to commit a crime or accomplish a legal purpose through illegal action

That is the applicable definition when discussing any such political “agreement to cooperate” to achieve a political goal. And let me add that both parties regularly make internal and external agreements to achieve political goals.
